Boat propulsion is limited to rowing, paddling, or battery-powered motors. Unlike the other city owned reservoirs, boating at Loch Raven Reservoir is managed by the Loch Raven Fishing Center, a Baltimore County operated concession located on Dulaney Valley Road. All boats operated on Loch Raven Reservoir must have a permit issued by the Loch Raven Fishing Center and boat launching is only permitted from the boat ramp.

Due to the potential for zebra mussel​ infestations, boaters on Liberty, Loch Raven, and Prettyboy Reservoirs must sign an affidavit stating their boat will be used only on these reservoirs. Live bait is prohibited unless purchased from a Maryland certified zebra mussel-free bait store.
